Mauritius provides a number of residence and Occupation Permit pathways for international entrepreneurs, investors, professionals, self-employed individuals, retirees and families. Following the 2026 reforms, the eligibility requirements for several categories have changed, making it especially important to select the route that reflects the client’s actual circumstances and long-term objectives.

For entrepreneurs establishing and operating a business in Mauritius.

The standard Investor route requires an initial investment of at least USD 100,000 into the Mauritian business. From the third year of registration, the business is expected to generate annual turnover of at least MUR 5 million, increasing to MUR 8 million from the fifth year for renewal.

For founders developing innovative, technology-led or knowledge-intensive businesses.

The Innovative Start-Up pathway sits within the Investor framework but is treated differently from the standard Investor route. The standard USD 100,000 evidence-of-investment requirement does not apply to qualifying Innovative Start-Ups. Applications may be assessed directly by the Economic Development Board or supported through an appropriately accredited innovation or incubator route, depending on the project and prevailing requirements.

This route may be relevant to businesses in areas such as artificial intelligence, software and ICT, research and development, health technology, fintech, renewable technology and other innovation-led activities. The quality of the innovation, business model, development programme and commercial potential remains central to the assessment.

For independent professionals, consultants and specialist service providers establishing themselves in Mauritius.

The activity is expected to generate minimum annual business income of MUR 2 million from Year 3, increasing to MUR 3 million from Year 5 for renewal. The relevant eligibility conditions should be reviewed against the proposed activity and the requirements in force at the time of application.

Initial investment of USD 50,000 (or equivalent in freely convertible currency), be engaged in the services sector only, and provide at least three letters of intent, including two from potential local clients. The USD 50,000 is to be transferred from abroad into the applicant’s Mauritius bank account within the prescribed timeframe.

For non-citizens employed by a Mauritian business.

The current framework generally requires a minimum basic monthly salary of MUR 50,000, together with an eligible contract of employment and the applicable Occupation Permit conditions.

For individuals aged 50 or above who wish to establish their retirement residence in Mauritius.

The current framework requires an initial transfer of at least USD 2,000 into a Mauritian bank account within 60 days of the permit being issued and, thereafter, transfers of at least USD 2,000 per month or USD 24,000 annually. Additional residence conditions, including minimum-presence requirements, may apply.

For non-citizens acquiring qualifying residential property in Mauritius.

Acquisition of qualifying residential property for at least USD 375,000 under an approved framework may provide residence rights to the purchaser and eligible dependants for as long as the qualifying property continues to be held, subject to the applicable scheme and immigration requirements.

For substantial international investors seeking a long-term presence in Mauritius.

The Golden Visa is initially granted as a renewable two-year E-Visa. Under the announced framework, the holder is expected to invest at least USD 1 million within the first 12 months in a qualifying high-value sector. Once the minimum qualifying investment has been made, the holder may become eligible to apply for Permanent Residence, subject to the applicable EDB requirements and implementation rules.

For eligible non-citizens wishing to spend an extended period in Mauritius while their principal income and business activity remain outside the country.

The Premium Visa can be relevant to remote workers, internationally mobile individuals and families wishing to experience life in Mauritius before considering a longer-term residence route.

It should not be treated as a substitute for an Occupation Permit where the individual intends to enter the Mauritian labour market or operate a local business requiring another form of authorisation.
